Build On Paper Engineering, P.C. is a civil and structural engineering firm working across all Regions of New York State — bridge and structural condition assessment, replacement and rehabilitation design, the erection and lifting engineering that gets structures built, and the roadway, traffic and ADA work around them.
Capabilities
Our principals came up in the field — on snoopers, under decks, and in materials labs — before they were sealing drawings. That order matters. It is why our reports hold up in review and our designs account for what a crew will actually find on site.
Between them they have carried work from condition rating through replacement design, temporary works and erection engineering, and the roadway and traffic design around a structure.
Biennial and interim condition assessments of in-service bridges and culverts, performed in accordance with NYSDOT and FHWA (NBIS) standards.
Replacement and rehabilitation design carried from scoping through construction support, including the retaining, drainage and site structures around a crossing.
The means-and-methods work that gets a structure taken down and put back up safely — developed with contractors, and inspected through to as-built.
Roadway and traffic work for municipalities, counties and private developers — from corridor studies through signal design and permitting.
Service regions
We take assignments in all NYSDOT Regions. Our crews are currently based across the Regions below, from Buffalo to the Bronx, which keeps mobilisation time and travel cost low on the work we hold today.

Current work
We are carrying out general bridge inspection for NYSDOT in five Regions, as a subconsultant on four active assignments running through 2029 — 915 bridges and 1,484 spans in all. Each covers condition assessment to NBIS standards, field documentation, and QA/QC coordination through report submission.

2025 project highlight
Structural assessment of 198 in-service bridges comprising 324 spans throughout the Greater Utica region. Condition state evaluations were performed in accordance with NYSDOT and FHWA (NBIS) standards, with field documentation, structural evaluation, and QA/QC coordination carried through to report submission.
Leadership
Build On Paper is small on purpose. A principal is accountable for each assignment from field mobilisation to the sealed submission.
Sayan (Sai) has over 14 years of experience in civil engineering. His early career focused on structural design in Sudbury, Ontario, covering jib cranes, crane runways, and steel structures for a nickel mine. For the past 11 years he has worked primarily on biennial bridge condition assessments for NYSDOT, including county assignments in Region 11 — the Bronx, Brooklyn, and the Gowanus Expressway — as well as Regions 3, 4, and 5 upstate.

Jamey has over 13 years of experience in civil and structural engineering. He began in materials testing and construction inspection, building a foundation in quality control and field practice. For the past decade he has specialised in bridge and culvert inspection and design for NYSDOT projects, including bridge replacements, rehabilitations, culvert design, load ratings, and contractor support services.

Paul has over 9 years of experience in civil engineering, beginning in transportation and traffic design — multi-modal transportation design, traffic signal design, and traffic impact analyses. Since 2019 he has built an expertise in structural inspection, covering NYSDOT Regions 2, 3, 4, 5, 7, and 8, the New York State Thruway and Bridge Authorities, and the New York State Canal Corporation.
